Job Description
Vietjet Qazaqstan is looking for an experienced aviation professional to lead the Compliance Monitoring Department and ensure the airline’s continuous compliance with national aviation regulations, international standards and internal requirements.
Key responsibilities
Develop, implement and continuously improve the airline’s Compliance Monitoring Program;
Ensure compliance with the requirements of the aviation authorities of the Republic of Kazakhstan, ICAO, IATA, IOSA, EASA standards and applicable internal procedures;
Develop and manage the annual internal and external audit program across operational areas;
Lead audits of operational departments, maintenance activities, service providers, suppliers and contracted organizations;
Ensure timely identification, registration and follow-up of audit findings and non-conformities;
Monitor the development and implementation of Corrective and Preventive Action Plans (CAPA) and assess their effectiveness;
Perform root cause analysis and ensure sustainable closure of identified findings;
Assess the potential impact of regulatory changes, external audits and IOSA findings on airline operations;
Coordinate implementation of new regulatory and international requirements into company procedures and operational practices;
Maintain effective cooperation with aviation authorities, regulators and international aviation organizations;
Provide professional advice to senior management on compliance, certification and regulatory matters;
Prepare compliance reports, KPIs, audit statistics and management presentations;
Support the development and maintenance of the airline’s operational documentation and ensure its continued regulatory compliance;
Work closely with Flight Operations, Continuing Airworthiness, Maintenance, Ground Operations, Safety and other operational functions;
Promote a strong compliance and safety culture across the organization;
Lead, develop and assess the Compliance Monitoring team;
Manage departmental priorities, resources, competencies, training plans and budget.
Candidate requirements
Higher education, preferably in Aviation, Engineering, Quality Management, Safety Management or a related field;
At least 7 years of professional experience in civil aviation, including significant experience in airline compliance, quality, safety, audit or regulatory functions;
At least 3 years of managerial experience in an airline or comparable civil aviation organization;
Strong knowledge of Kazakhstan civil aviation legislation and regulatory requirements;
Strong knowledge and practical understanding of ICAO Standards and Recommended Practices, IATA/IOSA requirements and EASA regulatory principles;
Proven experience in planning and conducting internal and external aviation audits;
Practical experience in managing audit findings, CAPA, root cause analysis and compliance monitoring processes;
Experience interacting with aviation authorities and regulatory bodies;
Understanding of airline certification and oversight processes;
Strong knowledge of Quality Management Systems and risk-based compliance monitoring;
Strong leadership, stakeholder management, analytical and decision-making skills;
Ability to work effectively in a dynamic, multicultural and international environment;
Kazakh and Russian — fluent;
English — Upper-Intermediate or higher, including the ability to conduct meetings, prepare reports and work with aviation regulatory documentation in English.
Preferred qualifications
IATA/IOSA Internal Auditor qualification or relevant IOSA training;
Certified Quality Management System/Internal Auditor;
Aviation Auditor certification;
Training in Kazakhstan Aviation Legislation;
Human Factors training;
EWIS and Fuel Tank Safety training;
General Aircraft Familiarization Course;
Aircraft Maintenance License or relevant aircraft maintenance background;
Experience participating in IOSA, regulatory or certification audits;
Experience implementing or improving compliance monitoring processes within an airline.
